The most important thing to remember about tooltips is that they should provide additional context to the intended user workflow. Here are a few ways to ensure your tooltips are effective:

Always test the tooltips before making them live to ensure that they contribute to, rather than detract from, the user experience.
Keep it short: the last thing you want is for your tooltip to contribute to the user's frustration. 

Make sure the language in your tooltips is straightforward, to the point, and as brief as possible. This is where getting a UX writer (or someone who is an expert in microcopy) comes in handy, to ensure tooltips are written with the user in mind.
Consider design: Always consider the tooltip design in relation to the images and text surrounding it.
